Outdoor Burning Woods workers are required to observe both sets of restrictions as fire danger dictates.  
Fire Trainings Other land users only need to follow the public use restrictions.

Information
  The DNR, US Forest Service, Bureau of Land Management, and Bureau of Indian Affairs all use the same four-level
industrial regulation system. This system, which helps prevent wildfires by regulating work in the woods, is known as
the Industrial Fire Precaution Level (IFPL) system.
  Below are the Levels and what they mean:  
     
 
Level I - Closed Season

Fire equipment and fire watch requirements are in effect. A fire watch is required at this and all higher levels
unless otherwise waived.
 
     
 
LEVEL II - Partial Hootowl

The following may operate only between the hours of 8 PM and 1 PM local time and must maintain a fire watch for 1 hour
(minimum) after all operations end:
* Power saws except at loading sites;
* Cable yarding;
* Blasting;
* Welding or cutting of metal.
 
     
 
LEVEL III - Partial Shutdown

The following are prohibited except as indicated, and a 1 hour fire watch must be maintained after all operations end:
* Cable Yarding - except that gravity operated logging systems employing nonmotorized carriages
  may operate between 8 PM and 1 PM when all block and moving lines, except for the line between the carriage
  and the chokers, are suspended ten feet above the ground;
* Power Saws - except power sawas may be used at loading sites and on tractor/skidder operations
  between the hours of 8 PM and 1 PM local time;

In addition, the following are permitted to operate between the hours of 8 PM and 1 PM local time:
* Tractor, skidder, feller-buncher, forwarder, or shovel logging operations where tractors, skidders, or other
   equipment with a blade capable of constructing fireline, are immediately available to quickly reach and
   effectively attack a fire start;
* Mechanized loading and hauling of any product or material;
* Blasting
* Welding or cutting of metal.
 
     
 
LEVEL IV - General Shutdown

ALL operations are prohibited.
